On January 7th, the People's Livelihood Affairs Bureau of Hengqin Guangdong Macao Deep Cooperation Zone issued a notice, stating that the "Interim Measures for Supporting the Employment of Macao Residents in Hengqin Guangdong Macao Deep Cooperation Zone (Draft for Soliciting Opinions)" is now publicly soliciting opinions from the society.
The Interim Measures propose that Macau residents who work full-time in Hengqin may receive monthly subsidies for up to 12000 yuan per month for a period of 3 years; Macau residents who come to Hengqin for entrepreneurship may receive a one-time entrepreneurial subsidy of 50000 yuan; Employers who hire Macau residents may receive annual rewards.
1. Subsidies for full-time and flexible employment
The drafting of the "Interim Measures" aims to further improve the policy measures that facilitate the employment of Macau residents in the Hengqin Guangdong Macao Deep Cooperation Zone, support Macau residents in finding employment and entrepreneurship in the cooperation zone, and encourage employers to attract Macau residents for employment.
The Measures will be applicable to Macao permanent residents, non permanent residents (whose mainland registered residence has been cancelled) who work and start businesses in the cooperative zone, and enterprises registered and actually working in the cooperative zone.
①In terms of employment subsidies
The Provisional Measures propose to provide employment subsidies for Macau residents who work full-time in the cooperative zone at a rate of 12000 yuan per month for doctoral students, 9000 yuan per month for master's degree students, 7000 yuan per month for bachelor's degree students, and 5000 yuan per month for other Macau residents, with a cumulative distribution period of no more than 36 months.
It is planned to provide a one-time subsidy of 5000 yuan to Macau residents who have flexible employment in the cooperation zone for the first time, completed employment registration according to regulations, and paid social security for 3 months or more.
②In terms of practicing rewards
For Macau professionals who provide professional services in the fields of finance, statistics, architecture, planning, design, traditional Chinese medicine, etc. in the cooperation zone, if they register for practice in the cooperation zone for the first time, they can receive a one-time reward of 50000 yuan. For those who have obtained multiple practicing qualifications, the maximum reward is 100000 yuan.
③In terms of entrepreneurial funding
Macao residents who register enterprises in the cooperative zone, serve as legal representatives, and hold more than 50% of the shares, have been operating normally for at least 3 months, and have completed employment registration according to regulations, are planned to receive a one-time entrepreneurial subsidy of 50000 yuan.
④In terms of vocational skill enhancement subsidies
For Macau residents who plan to participate in domestic vocational skill training and obtain vocational skill level certification before entering the cooperation zone for employment, a 30% increase will be made according to the subsidy standard of Guangdong Province.
For Macau residents who obtain international professional certification or Macau Vocational Skills Certificate for employment in the cooperation zone, a one-time reward of 2000 yuan is proposed.
2. Employers can receive rewards for hiring Macau residents
The "Interim Measures" plan to provide a subsidy of 30000 yuan per person per year to employers who hire Macau residents and meet the industrial development direction of the cooperation zone. Employers who hire 30 or more Macau residents will receive a one-time bonus of 200000 yuan. The subsidy period shall not exceed 3 years. The maximum annual subsidy for each employer shall not exceed 3 million yuan.
At the same time, it is planned to provide social security subsidies to employers. Employers who newly hire Macau residents, sign labor contracts with a term of more than 1 year, and pay social insurance premiums in accordance with regulations will be fully subsidized based on their monthly contributions to urban employee basic pension, medical (maternity), unemployment, and work-related injury insurance for Macau residents. The cumulative subsidy period shall not exceed 36 months.
